Apache 2.0.45 installation

I downloaded Win 32 binary.
http://httd.apache.org/docs-2.0/install
What is the nest step?
How to know if ANSI-C compiler is installed?
Accurate time keeping?
Where do I put these pgp < KEYS commands?

regards

Did you get the Apache binary from
   http://httpd.apache.org/download.cgi
or the Perl/Apache/mod_perl binary from
   http://perl.apache.org/dist/win32-bin/

For Apache, see http://httpd.apache.org/docs-2.0/, while
for mod_perl, see http://perl.apache.org/docs/index.html.

If you're wanting to use these binaries, there's no need for a
compiler initially. If you want to compile, eg, modules later for
use with these binaries, for compatibility it's easiest to use
Visual C++ - your pocketbook will remember if you have that or
not :)

Time keeping for what?

http://httpd.apache.org/download.cgi, near the bottom of the
page, contains directions for doing this.
