Last HeartBeat time and heartbeat status for agent take around 2-3 minutes to update on a server restart.

Easy to reproduce:

Install a cluster. Start/stop the server and looks at the last_heartbeat for any of the hosts, you will see that it takes around 2-3 mins to update (shows yellow on the UI).
