#macro silently does nothing if the macro name is a reference

Summary: #macro silently does nothing if the macro name is a
                    reference
           Product: Velocity
           Version: 1.2
          Platform: PC
        OS/Version: Windows NT/2K
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Source
        AssignedTo: velocity-dev@jakarta.apache.org
        ReportedBy: ddekany@freemail.hu

IMO the code below should either define foo or throw a parse error:

  #set($x = 'foo')

#macro($x)
  bar
  #end

Tried with 1.2 Stable and 1.3 Nightly 22/03
