Right now, some users take advantage of 'dedicated' machines to schedule their jobs. This gives them fine-grained control over where their tasks land in the datacenter, which obviates the need for a host limit.
This extra constraint can give an extra layer of complexity when debugging scheduling 'issues' and should instead be fully replaced by how the dedicated machines are distributed.
If an installation also offers the concept of a 'rack' then this feature should consider how to enable easily preventing a 'rack limit' or 'PDU limit' (etc) as well.
