There are three configured Instances running of the File Installer configuration for the deploy folder. 
For reproduction do the following. Start a fresh version of Karaf, Install the webconsole feature and also war. 
Now do a couple of restarts without cleaning the data directory. With every restart you will get an additional configuration. 

by the way I do see this issue with windows os, unsure if this is also with linux, have to test.
