menu disappreared (r154656)

Hi!

I did a completely new 'svn co' (revision is 154656)
and it seems that the menu disappeared (even with a
brandnew 'forrest seed'). SEE HTML snippet below.
menu-index.html is empty (i.e. not even <html/>).

The content is rendered correctly.

I guess this is a bug?!

I have the same problem (revision 154655): tabs and content is rendered 
correctly (although no tab highlighting), but no menu.

Thus bug confirmed:-(

Well critical may not prevent a release (depends on just how critical, 
i.e. is it critical for a planned feature or an implemented feature). 
Blocker on the other hand will prevent a release with that bug.

Blockers also tend to attract allot of attention from the devs with 
spare time.

Anyway, I'm looking into this now.

I can confirm that this is happening for me to (with a fresh checkout). 
Please file a blocker bug report, I don't have the time to look at it 
right now.
