DeadLetter introduced in MAILBOX-373 allow diagnostic upon EventBus delivery errors and allow possible re-delivery. Having a JPA version of it would enable persistence and off memory storage.

In `mailbox/event/jpa` implement a JPA version of this API, which should be tested against the EventDeadLettersContract.

Bind it in a JPA Guice module for JPA products.
