This not correct:

When you click on HeloVelocity "customize" mode, you do not get a "maximized"
view of the portlet but a custom customizer defined by the portlet itself
(see HelloAction.buildCusomizeContent() and hello-customize.vm template).
It's true though that the customize template is very similar to the maximized
template
