attachment:20.diff will display the ''Browse Source'' link for
VERSIONCONTROL_ADMIN users when no repo. exists. This links to the
TracRepositoryAdmin page.
I am uncertain how we want to integrate this change. I guess we want to
override {{{BrowserModule.get_navigation_items}}}. Where would we want to
put our subclass? In bloodhoundtheme? Also is it ok to have the
href:'''/main/wiki/TracRepositoryAdmin''' hardcoded? I shouldn't imagine
we would change the location of the default wiki pages?
