[jira] [Created] (YARN-8965) Revisit delay scheduling for cloud environment

Weiwei Yang created YARN-8965:
---------------------------------

Summary: Revisit delay scheduling for cloud environment
                 Key: YARN-8965
                 URL: https://issues.apache.org/jira/browse/YARN-8965
             Project: Hadoop YARN
          Issue Type: Improvement
            Reporter: Weiwei Yang
            Assignee: Weiwei Yang

Delay scheduling was introduced to honor task locality at best-effort, which has node/rack level delays. However under cloud environment, usually the storage is remote to the work-load cluster, which makes the locality constraint totally irrelevant. Lets revisit this and create a model for cloud environments without too many setups.
