   Messing with the priority weight is one option.
   
   My intuition is that messing with priority weight here is maybe not best way; maybe just add another sort that is "just came out of deferral".
   
   because, how much priority weight do you add? you can't be sure it will help.
   
   plus priority weight, it means something different and it's owned by the user
   
   we use the presence of next_kwargs or next_method somewhere to infer "just came out of deferral" i think. it's a little hacky but it could work.
   
   like if right off the top you prefer those TIs.
