[snickers] New Decoders & Documentation

Guys,

I just finished off some BER -> TLV and TLV -> Message decoders.  The second
half of the equation still uses Snacc4j but that will be phased out slowly.

I have documented the stuff and published it out to the website under the
snickers module here:

Perhaps you guys can take a look at it to proof read it and chime in with
ideas or what you think about it.  The design section is not complete that
but I figure I'm a head with just having some docs out there :-).
