I thought this might happen.  On 2 November I enabled the "Precedence: bulk" header on JIRA emails, to prevent mail loops:

 "The only reason I can think of for turning it off is if some mailing lists reject emails with "Precedence: bulk". I don't think that's been the case at Apache. Is there an easy way to check the list setups for bulk-friendliness? Otherwise I guess we just turn it back on and see who complains. I'll do this in the next few days if nobody shouts."

I've disabled it for now, and will follow up on INFRA-1356. Sorry for the problems.
