Create an DocumentCategorizerDLEvaluatorTool for evaluating document classification ONNX models.

There is a circular dependency between opennlp-tools and opennlp-dl so it can't be a CLI tool like the others. (At least not right now without some refactoring.) So just get the tool in there and working and we can make it a CLI tool later.
