   A new CLUSTERED INTO {n} BUCKETS clause is added to the compaction command to allow users to manually set the number of implicit buckets during a rebalancing compaction.

   To allow users to manually set the number of implicit buckets during a rebalancing compaction.

   No
   
   ### How was this patch tested?
   Manually and through unit tests
