null soap envelope in soap request

Hi, I am new to axis and could use some help. I looked through the
mailing lists but did not find an answer for my problem. 
 
I am using axis 1.1 to consume a simple .NET web service. I believe I
have written my client code correctly and I am able to get a response
from the web service, but the response indicates that the web service
wasn't able to read the string parameter that I passed, because no
dataset is included in the response. Looking at my logs, it seems to me
that the soap envelope in the soap request is in fact null, and
therefore I am not sending the parameter. Below I've included excerpts
from my logs and my client code in which I call the web service. Am I
doing something wrong? Am I just reading the logs incorrectly?
