Noticed the following during postinstall 

Got HTTP 302 response for 'https://github.com/mbraak/jqTree/archive/1.2.1.zip'
ERROR: failed to install Traffic Ops Web dependencies, check the console output and rerun postinstall once you've resolved the error.

Will submit a PR adding CURLOPT_FOLLOWLOCATION.
