for input files, there is a [proposal|http://docs.codehaus.org/display/MAVENUSER/POM+Element+for+Source+File+Encoding] that has been implemented in MSITE-314: default input encoding is still ISO-8859-1(unlike other plugins that default to platform encoding, see MSITE-326), but it is easily configurable in one central property.
