The jitter time defining the upper bound of a random time window that gets added to {{min_offer_hold_time}} is currently hard coded to 5 minutes.

This makes Aurora sit on resource offers very long and it starves other schedulers.

The jitter time should be configurable so Aurora can decline offers faster.
