[CANCEL] [VOTE] Release Apache Kyuubi v1.3.0-incubating RC2

Hello Apache Kyuubi PPMC and Community,

We need to cancel the RC2 vote due to build and license issues[1],
and thank everyone who helped vote.

Once the issues get addressed, I will create a new RC and start the
next round vote.
