Error while compiling xml-xalam " Message:Could not open DTD file '../xliff.dtd'"

Hi I am trying to compile xml-xalan in sun Solaris, and getting 
following error

Fatal Error at file /home/ksalam/compile15072016/release_solaris/xml-
xalan/c/src/xalanc/NLS/en_US/XalanMsg_en_US.xlf, line 19, char 66
  Message: An exception occurred! Type:RuntimeException, Message:Could 
not open DTD file '../xliff.dtd'



the file xliff.dtd is present in the parent directory of the directory 
that has XalanMsg_en_US.xlf.

Any help would be greatly apprecieated.
