Caching on Windows with SYSTEM Account

A client project is running on a Windows 7 box, using IE, logged in as the
SYSTEM account. The app downloads videos and images. The content is being
downloaded, but not cached. Instead a new copy of the content is downloaded
again. This will happen until the disk fills up.

Has anyone else run into this situation solely using the SYSTEM account,
and if so, did you find a workaround?
