I agree that the ProductCategory is probably the best place for these.
A couple of thoughts:
- the ProductCategory is probably the best structure for this, though we could consider using something like the ProductFeature/ProductFeatureAppl
- for the ProductCategory simply set the showInSelect field to N to avoid having those show up in the drop-downs
- we might want to consider starting to change the ProductCategory drop-downs to look up windows...

As a practical thing, I find most cataroies are short and descriptive of the products under them.
Maybe find a association other than goodIdentification to the category.
this is to say, this catagorey is associated with this UN/SPSC code.

Sorry for late answer but I was very busy last week.
To Chris : No there is no hierarchical structure in UN/SPSC. Every Product Categories defined in UN/SPSC are on same level (ie Product level in product catalog).
To BJ : I thought a long time to your comment and I read again UN/SPSC documents and my conclusion is : UN/SPSC is only defined for product category because it has to be used to classifed products. So I don't think GoodIndentificationType usage is a good solution.
But I know that usage of more than 20000 Product Categories can occurs some performance problem with OFBiz (try to go to Catalog main page after the load of UN/SPSC. You'll send 20000 row in the search drop-down :-) )
