svn 1.4.3 windows invalid locale data

Hi,

I have just installed the svn 1.4.3 zip package for Windows. I am
running Windows XP Japanese version. When executing "svn --version" it
appears that it is selecting the Japanese locale messages, but the
messages are coming out corrupted. If I rename the share/locale/ja
directory I correctly get the English messages.

The corrupted messages look to me like the message catalog is encoded in
UTF-8 (correct for Unix) instead of Shift-JIS (for Windows). I couldn't
find this in the FAQ, is this a known problem?
