RelativeNanoTimePatternConverter?

Hi All:

Would a nanoseconds-based RelativeTimePatternConverter be useful, a
"RelativeNanoTimePatternConverter"?

One guy at work asked me for something like this once. I asked him to put in a Jira but he hasn't done so yet. I'll prod him.

Do you need it? Then the answer is yes. I don’t really need it.  If no one has requested such a thing then the answer might be no, but I’m not great at reading people’s minds.
