RelativeNanoTimePatternConverter?

Would a nanoseconds-based RelativeTimePatternConverter be useful, a
"RelativeNanoTimePatternConverter"?

Do you need it? Then the answer is yes. I don’t really need it. If no one has requested such a thing then the answer might be no, but I’m not great at reading people’s minds.
