Please to start discussing a management for a shared repository, add
whatever rules you think could be good for a shared repository, to list
above....

When we have a list of whishes WRT a shared repository management, we
can start discussing the rules itself, 

I think is better to concentrate now in only add those rules you
consider necessary for such repository, and later talk ( and vote )
about'em.
