Spreadsheet to show issue.
The block arc is moving, each time you leave Open Office and come back into it
and bring up the attached spread sheet the block arc moves up 1 ½ squares and
to the left 4 squares. Save, exit AOO come back in and open the spreadsheet and
it will move another 1 1/2 x 4 squares, even if you place it back where it
belongs it will be moved each time you save, exit AOO and return the
spreadsheet. Please see attachment.

It is always possible to screw with a hammer.

If Calc was not designed to use the block arc, then why are they there for use?
Also all the other objects stay in place, so should this one?

Well, Calc is not designed to drawing.
Use better app with Draw.
