I have a error

Hi,
 I am not sure where to put this question.
 
I am using soap to send some data across the internet. If it fails I am
supposed to send an email
 
The email program fails
The send mail failed Sending failed;
  nested exception is:
        class javax.mail.MessagingException: Could not connect to SMTP
host: localhost, port: 25;
  nested exception is:
        java.net.ConnectException: Connection refused
 
 
ie if I call once the  call.setParams(params); and then if I want to
send am email using sendMail program. I get the above message..
