[PATCH] ExceptionEvaluator - LOG4NET-107

I added an ExceptionEvaluator to the log4net.Core namespace to allow appenders to trigger based on LoggingEvent.ExceptionType (or subtype).

I have had the need for this on a few projects now so I submitted it to Jira as I believe others can benefit. 

How often do patches usually get applied to the source?
