> When working in SOAP sessions, Axis2 always tries to find service group if <axis2:ServiceGroupID> header is set in the incoming SOAP message. This behavior is not always desirable when Axis2 is acting as a SOAP intermediary, where the actual service group may not have deployed in the intermediary engine (e.g. Synapse).
