[I] Add a CI test for applying migrations to a database with mocked data (tooling-trusted-releases)

We encountered a migration error that was not caught by CI because the instance of the server in CI is built from scratch and so all migrations are applied to an empty database. The error that we encountered was only relevant in an environment with a populated database, so a regression check would require a test that applies all migrations to a database with mocked data.
