Can you bring the C++ plugin into the apache repo?

I am using the plugin from the 8.2 repo currently.

C++14 support is good enough for my projects but adding C++17 in the future would be nice too.

I've tried to use Visual Studio Code and Eclipse but both had unacceptable issues.  NetBeans is the only IDE that works for my Java and C++ projects.
