Since VS2015, 2017 and 2019 share same redistributables and old redistributables are deprecated, lets upgrade VS.

Currently, bundled ODBC driver are quite hard to install correctly since it is hard to find vs2010 redist for windows 10 and seems that old resitrs are to be deleted.
