Homepage URLs in http://httpd.apache.org/contributors/ and on people.apache.org

The script that creates the committers list [1] and project list [2]
currently tries to extract URLs from the HTTPD contributors page [3].

This function relies on parsing the HTML, and the parsing currently
does not extract all of the URLs.

Also, some of the URLs no longer work.

Rather than fixing the code, I think it would make more sense to drop
the feature, which was designed well before LDAP existed.

Any committers who wish to have their homepage URLs displayed at [1] and [2]
just need to ensure that the URLs are added to LDAP.

The self-service app at https://id.apache.org/ has a "Homepage URL:" field.
[This populates the 'asf-personalURL' LDAP attribute]
You can add multiple entries.

Remember to provide your password (near the bottom of the page) before
pressing submit.

Note: I am not suggesting dropping the httpd contributors page [3].
However I don't think it makes sense to continue to maintain the code
to extract URLs from it now that URLs can be stored in LDAP.

The code has now been removed from the build scripts.

If you are an ASF committer, and want your URL to be linked from (e.g.)

http://people.apache.org/committers-by-project.html#httpd-pmc

then please visit https://id.apache.org/

Thanks!

Note: the URLs are shown as hyperlinks in the Name column.
