FINERACT-1306

Explains and error that arises due to 2 report names missing 

1-ReportCategoryList
2- FullReportList

This was solved but upon loading reports, the parameters do not display due to failure of spooling the 
FullParameterList from table stretchy_parameter  

on the UI you see error below
