test(ops): pin the TLS toggle contract

OpsTlsDTO carries the TLS toggle. Two tests pin: both toggle states are
valid and round-trip; an absent flag is rejected - the operations
endpoint must never silently default the client's transport security
when the caller omitted the setting.
Discriminating mutations (build result verified): @NotNull inverted to
@Null so both tests reddened (red). Restored: 2/2 green.
