Pre-commit builds failing to update JIRA

Hi folks 

Looks like there are something off in the setup. Please keep a watch on https://builds.apache.org/job/PreCommit-Tez-Build/ for your jira’s pre-commit build and copy the pre-commit results from the jenkins logs if the below error is seen.

 Cause: com.atlassian.jira.rpc.exception.RemoteAuthenticationException: Attempt to log in user 'hadoopqa' failed. The maximum number of failed login attempts has been reached. Please log into the application through the web interface to reset the number of failed login attempts.
