[I] fix: remove the duplicate Broker Cluster auto-refresh scheduler [rocketmq-dashboard]

## Problem
`web/src/pages/studio/BrokerCluster.tsx` installs two independent polling effects when auto refresh is enabled: one runs every 5 seconds and another uses `REFRESH_INTERVAL_MS` (2 seconds). Both invoke `loadData`, so the page performs duplicate cluster requests and can overlap refreshes unnecessarily.
## Expected behavior
Use one auto-refresh scheduler with one documented interval, and clean it up when auto refresh is disabled or the page unmounts.
## Scope
- remove the duplicate polling effect
- retain the initial load and manual refresh behavior
- add a fake-timer regression test proving only one request is scheduled per interval
