[PR] kie-tools#3422: m2-repo-via-http not resolving local maven metadata files [incubator-kie-tools]

In downstream builds, we encountered an error building `@kie-tools/serverless-logic-web-tools-swf-dev-mode-image`:

**My understanding of the `999-20250829` version:**
- `@kie-tools/serverless-logic-web-tools-swf-dev-mode-image` tries to download:
http://172.17.0.2/org/apache/kie/sonataflow/sonataflow-quarkus-devui-bom/999-SNAPSHOT/maven-metadata.xml :green_circle:
- not found and fallback to:
https://repository.apache.org/snapshots/org/apache/kie/sonataflow/sonataflow-quarkus-devui-bom/999-SNAPSHOT/maven-metadata.xml :red_circle:
- the Apache metadata has: :red_circle:

- this can also affect other images :red_circle:

**Why `maven-metadata.xml` is missing:**
- `mvn install` (or `mvn deploy -Dmaven.deploy.skip=true`) creates only `maven-metadata-local.xml`
- `prepareHardLinkedM2ForPackage` copies this to the HTTP repositoryof the m2-repo-via-http container
- Maven in Docker treats m2-repo-via-http repo as remote, looks for `maven-metadata.xml`, *not* `maven-metadata-local.xml`
**How to replicate the issue:**

@thiagoelg yes on downstream we skip `drools-and-kogito` by setting `DROOLS_AND_KOGITO__skip=true` and we build the dependencies with the simple `mvn install...` for Drools, Runtimes and Apps, which should explain why maven creates the `maven-metadata-local.xml` files.

It's fine, thank you for your quick review. It was a maven behaviour and I'm also trying to change our configuration not to skip `drools-and-kogito`... step by step

The `999-20250829-local` version is built by the `drools-and-kogito` package, but since in downstream this package is not being used (you're probably using builds from somewhere else) the m2-repo-via-http is failing to serve it.
This [line](https://github.com/apache/incubator-kie-tools/blob/main/packages/drools-and-kogito/install.js#L132) could also be related to the issue you're having. In the future, we should review this script and improve it to make builds easier to understand.
Since this change fixes your downstream scenario and it's harmless upstream, we should be OK to merge it.
