2.x-RC1 race conditions in mod_mem_cache/apr_atomic_dec

I am seeing a double free happening on a removed
cache entry on my MP box. 
It is a race condition that is happening because of
the way apr_atomic_dec is implemented on NetWare.
I should have a fix for it later today.
