[GitHub] [pulsar] immmus opened a new pull request, #20965: [improve][client] Add jitter redelivery backoff composition

<!-- Details of when a PIP is required and how the PIP process work, please see: https://github.com/apache/pulsar/blob/master/pip/README.md -->

   ### Motivation
This can be helpful in reducing cascading failure due to retry-storms. This method switches to an exponential backoff strategy with a zero minimum backoff if not already a backoff strategy.

   ### Modifications

   Added new implementation of RedeliveryBackoff

apache/pulsar pull requests should be first tested in your own fork since the
apache/pulsar CI based on GitHub Actions has constrained resources and quota.
GitHub Actions provides separate quota for pull requests that are executed in
   a forked repository.

The tests will be run in the forked repository until all PR review comments have
been handled, the tests pass and the PR is approved by a reviewer.

@immmus thanks for the contribution, and sorry it never got a proper review. It hasn't found a reviewer or users asking for it, and since RedeliveryBackoff is a public interface, applications can already plug in their own jittered backoff. The codebase has also changed a lot since then (the move to Gradle, the new V5 client), so it would need a fresh start. We're going through the backlog of open PRs (https://lists.apache.org/thread/cgy7w0qgnq8s7j0ykyzgrn3hj4nb67wf), so I'm closing this one. If you'd like to continue, feel free to reopen it rebased on current master.
