[PR] Add pure t-digest merge-order reproducer [pinot]

## Summary
- add a pure t-digest reproducer that isolates the merge-order sensitivity behind the 3.3 upgrade discussion
- mirror Pinot's pre-aggregated star-tree pattern with many 2-point leaf digests and hierarchical serialize/deserialize merges
- assert that compression 100/150/200 reproduce the divergence while compression 500 restores stability
## Validation
- `./mvnw -pl pinot-segment-local -Dtest=TDigestMergeOrderReproducerTest -Dsurefire.failIfNoSpecifiedTests=false test`
- same test passed in 10 fresh Surefire JVM runs (`10/10`)
- `./mvnw -pl pinot-segment-local spotless:apply`
- `./mvnw -pl pinot-segment-local checkstyle:check`
- `./mvnw -pl pinot-segment-local license:format`
- `./mvnw -pl pinot-segment-local license:check`
## Context
This PR is intentionally split out from #18103 so the reproducer can be reviewed independently from the production compression change.
