   It just tested it with Android 10 if you set targetSdk to 28 in `config.xml`
   ```
   <platform name="android">
           <preference name="android-targetSdkVersion" value="28" />
   </platform>
   ```
   and it worked. I have not yet evaluated if lowering the targetSdk to 28 raises problems with cordova-android 9.0.0.
