webapps directory additions?

A program I just loaded (webMathematica) added a new directory under the
"/webapps" directory.  When I try to access the "index.html" present:
 
            http://www.foobar.com/webMathematica/index.html     (just an
example.)
 
It gives me a 
 
"Apache Tomcat/4.0.3 - HTTP Status 404 - /webmathematica/index.html":
type Status report
message /webmathematica/index.html
description The requested resource (/webmathematica/index.html) is not
available.
The directory is clearly present in the file system.  What do I have to
do to make this work correctly?
