Steps to reproduce
-----------------------------
1-prepare CS setup with vmware esxi5.1
2-deplaoy a vm with default template (for default template  scalable is false )
3-try to scale up vm

Expected
--------------
scale up should failed because  isdynamicallyscalable":false

Actual
-----------
scale up is successful
