[VOTE] Approve Tuscany Java SCA 0.90 release

IPMCers, the Apache Tuscany project asks your permission to release the
Tuscany Java SCA 0.90-incubating release.

The tuscany-dev list vote for the release passed with 7 +1s:

it would be much better if all apache jars contained apache in their
name. it's also important for trademark releases.

it would be better if these were mentioned in the LICENSE - the aim is
to allow anyone to understand the licensing for all the artifacts in
the distribution without having to do research but missing them is not
positively harmful so i'd be happy to see this fixed in trunk

Juli is from Apache Tomcat:
http://tomcat.apache.org/tomcat-5.5-doc/logging.html

Neethi is WS-Policy from Apache Axis2:
http://ws.apache.org/commons/neethi/index.html

So both use the Apache license so don't need to be in the Tuscany LICENSE
file right?

i've taken a look and it mostly look ok

i can't find entries in the LICENSE file for neethi-2.0.1.jar and
juli-6.0.10.jar

have i missed them? or are they part of tuscany?
