startup time has doubled (+10 seconds) - reintroduce caching to improve this. need to cut back to just loading those plugins desired, not all of them.

Secondly, startup time has doubled due to the plugin caching being removed (Jason - I never found the one you referred to on your branch - could you give me a ViewCVS link?)
