LICENSE and NOTICE files are missing

I noticed that the binary distribution doesn't contains a LICENSE and a
NOTICE file. In order to align with Apache release process it's required to
have them in the distributions.

I hope we can fix them in the next release.

Yeah, we caught that during the first release.  As such, our release was a
source only release and we held off doing a binary release until the next
release.  Can you open a jira and create a patch to fix the binary release
to follow apache release guidelines?
