[Bug 5160] Default scores anglo-centric, false positives in Europe

The current system of deriving default scores from submitted masscheck corpora
and possibly some adjustments to these rules over the past 12 years appears to
have mooted this issue. The current RuleQA, based on about 2 million messages
from a dozen different submitters (including European sources) indicates very
few FPs within the margin of these rules' scores. 

Sites and individuals with divergent experiences are free to adjust scores
locally and to contribute scored corpora to the masscheck project to improve
its sampling.
