jspc trouble

Been making the changes to jspc to fix the two filed bugs. I've fixed them
but cant do regression tests because I am not getting the system classpath
into jspc properly...things only work if you point to jasper-* with the
<classpath> property, not if they are in ant/lib

I'm assuming it was me that broke it, either everywhere or just on my
system. Has anyone else noticed the same behaviour?
